Selling CBD Vapes in the UK
CBD can be sold in the UK, but THC is a controlled drug, so CBD products must stay within the strict legal limits for controlled cannabinoids. Your packaging must also avoid medical claims, such as saying CBD treats anxiety or pain, because products sold with medicinal claims are regulated as medicines.
Under the Tobacco and Vapes Act 2026, nicotine-free vapes, including CBD vapes, can only be sold to people aged 18 and over from 29 October 2026, so we print clear 18+ guidance on the pack. The government is also consulting on packaging rules that would cover nicotine-free vapes, and we can adapt your design if those rules change.
